H.R.7166 is a new piece of legislation which was recently introduced in the U.S. House of Representatives by Representative Bonnie Watson Coleman of New Jersey. In short, the piece of legislation ultimately seeks to implement additional restrictions on the purchase of ammunition.

As mentioned above, this proposed legislation was introduced fairly recently. H.R.7166 was both introduced in the House of Representatives and referred to the House Committee on the Judiciary on January 20, 2026. At this time, this is the most recent action involving H.R.7166. What Does H.R.7166 About?

Despite not having its full text available, many details of the proposed legislation are apparent. At its core, the legislation seeks to require ammunition purchases are done face-to-face, effectively eliminating online ammo sales. Additionally, H.R.7166 will also require the licensing of ammunition dealers and reporting of bulk ammunition purchases.

If passed, H.R.7166 could have a dramatic impact on the ammunition purchasing process. Under this legislation, one would not be able to conveniently order ammunition online. Minus ammo background checks (and fees) and the reporting of bulk ammo purchases, this will essentially make the rest of the nation operate similar to how ammo purchases in California work. Shooters would need to acquire their ammunition in person from a licensed dealer and should expect bulk ammo purchases like bricks of .22 LR, flats of shotgun ammo, and cases of rifle ammo to be recorded and reported.
